Materials:

  • Newspaper
  • Mini stapler
  • Multiple scallop circle paper punches

Instructions:

  1. Punch out two pieces of newspaper in each size punch.
     
  2. Layer with the largest on the bottom to the smallest, alternating the scallops.
     
  3. Staple the middle
     
  4. Scrunch up the layers individually, starting with the smallest.
     
  5. Attach to your gift!
